Trends in Personal Belief Exemption Rates Among Alternative Private Schools: Waldorf, Montessori, and Holistic Kindergartens in California, 2000–2014

Abstract/Notes: Objectives. To evaluate trends in rates of personal belief exemptions (PBEs) to immunization requirements for private kindergartens in California that practice alternative educational methods. Methods. We used California Department of Public Health data on kindergarten PBE rates from 2000 to 2014 to compare annual average increases in PBE rates between schools. Results. Alternative schools had an average PBE rate of 8.7%, compared with 2.1% among public schools. Waldorf schools had the highest average PBE rate of 45.1%, which was 19 times higher than in public schools (incidence rate ratio = 19.1; 95% confidence interval = 16.4, 22.2). Montessori and holistic schools had the highest average annual increases in PBE rates, slightly higher than Waldorf schools (Montessori: 8.8%; holistic: 7.1%; Waldorf: 3.6%). Conclusions. Waldorf schools had exceptionally high average PBE rates, and Montessori and holistic schools had higher annual increases in PBE rates. Children in these schools may be at higher risk for spreading vaccine-preventable diseases if trends are not reversed.

Abstract/Notes: "Dr. Maria Montessori Here. Teacher of "Sense System" to Instruct in California. Dr. Maria Montessori, exponent of the "sense system" of teaching, arrived yesterday with her cousin, Mario Montesano, on board the Italian steamship Duca degli Abruzzi, from Naples, and was met at the pier by American exponents of her method, Miss Anne E. George of Washington, Miss Clara Craig of Providence, Miss Adelia Pyle of Manhattan, and Miss Grace Parsons of Brooklyn. She will spend four months in America, mostly in California, where she is going at the request of the California Board of Education to instruct a class of teachers. Dr. Montessori said that, contrary to the general impression, the war had stimulated in Italy a desire for education. She did not believe in war, but she was glad it had some redeeming feature. Mrs. Catalina Basusus, whose husband was Mexican Ambassador to the United States under Diaz, also was a passenger by the Duca degli Abruzzi. She met Diaz at his villa in the lower Pyrnees. He was in fine health and said he would never return to Mexico or visit the United States."

Abstract/Notes: Maria Montessori’s visit to California in 1915—her second visit to the United States—coincided with multiple events in the region: San Francisco’s Panama–Pacific International Exposition (PPIE), San Diego’s Panama–California Exposition (PCE), and the National Education Association of the United States (NEA) annual meeting in Oakland. Her visit also came at a time when the American Montessori movement was splintering, and the academic elite increasingly criticized her educational model. These circumstances made Montessori’s visit to California a potentially valuable opportunity to rekindle interest in Montessori education across the United States. Discussions of Montessori’s visit in 1915 have been framed around her training course and demonstration school at the PPIE. Based on information from primary sources (e.g., newspapers and archival materials), some of which have been overlooked, this article asserts that her visit to California had broader implications. While her eight months in California did have a positive impact on the growth of the Montessori movement, Montessori’s engagement with mainstream education had limited impact and it gave way to waning interest in Montessori education in the United States.
